In a blender, combine the whole milk, water, cornstarch, and light margarine
Add this mixture to a saucepan and join with the melted chocolate and whole milk

Place the saucepan over heat and stir until the bottom of the pan is visible
Remove from heat, add baking powder, pour this mixture into a greased plate and refrigerate to chill

After chilling, roll out and coat with shredded coconut
Serve immediately.
