Prepare the basic mayonnaise: in a bowl, combine the egg yolks and whisk with a spoon or electric mixer until smooth
If preferred, beat with an electric mixer at low speed
Gradually add the vegetable oil, whisking continuously until thickened
Add the lemon juice, salt, and black pepper, and whisk for another minute until the desired consistency is reached
Cover and reserve
Process the bell pepper in a blender and mix into the mayonnaise
Add the mustard and heavy cream, whisked to stiff peaks
Whisk for 1 minute to prevent the cream from breaking down
This mayonnaise is less thick
