Melt the butter and combine it with the flour
Cook over low heat, stirring constantly, until the mixture browns slightly
This mixture can be stored in the refrigerator, airtight container, for several weeks
To make the sauce, mix 1 cup of this mixture with beef broth, tomato extract, parsley, and onion speared with the two cloves
Add salt to taste
Let it simmer and cook slowly for 45 minutes
Let it cool and strain through a fine-mesh sieve
Add meat extract, if desired.
