Chop the vegetables into fine strips and sauté them in olive oil and butter, along with the ground beef, keeping the pan uncovered
Season with salt and black pepper
Add the red wine, tomato paste, milk, and mix well
Cover the pan and let it cook for 20 minutes
Let all the steam out, open the pan, and let the sauce simmer for another 20 minutes
If desired, you can add heavy cream (2 soup spoons).
