1 In a saucepan, combine the heavy cream, whole milk, sugar, and bring to a simmer, whisking constantly
2 Remove from heat, mix in vanilla extract and dissolved gelatin according to package instructions
3 Pour into individual cups lightly greased with butter and refrigerate for at least 6 hours
Syrup
Cook the orange juice, cornstarch, and sugar, whisking constantly until thickened
Let cool and serve with panna cotta.
