1 1/3 cups of all-purpose flour
1 1/4 teaspoons of active dry yeast
3 tablespoons of grated orange peel
1/2 cup of softened butter or margarine (take out of the refrigerator 1 hour before using)
1/2 cup of milk
3 tablespoons of sugar
1 1/2 tablespoons of melted butter or margarine

Preheat the oven to a hot temperature (220°F)
Mix the flour and yeast in a bowl
Add 1 tablespoon of grated orange peel
Add the softened butter or margarine, breaking it into small pieces, and mix with two forks until a crumbly texture forms
Make a depression in the middle and pour in the milk
Mix well with a spoon until the dough comes away from the sides of the bowl
Gently knead the dough 5 times on a floured surface
Using your hands, open up the dough to a thickness of 1/2 inch
Cut into rounds about 5 cm in diameter using a glass or biscuit cutter
Place the rounds on an ungreased baking sheet, leaving some space between each treat
Mix together the remaining 2 tablespoons of grated orange peel, sugar, and melted butter, and distribute over the treats
Bake for 15 minutes.
