Combine all ingredients in a pot
Bring to a boil, cook and mash the fish head occasionally until it's well cooked and the liquid has reduced slightly
Strain the broth into a pot
Bring to a boil and add 1 1/2 cups of tapioca flour, stirring constantly
Let simmer, stirring always, until a creamy and transparent stew forms
Add 4 tablespoons of annatto (achiote)
