Dredge the chicken pieces in flour and set aside on a plate
Heat the olive oil in a large skillet over high heat
Add the chicken and cook until browned on all sides, about 15 minutes
Transfer to a plate and set aside
Add the sliced onion to the same skillet and cook over medium heat, stirring occasionally, until caramelized, about 5 minutes
Add the white wine, black peppercorns, and diced bell pepper, and simmer, scraping up any browned bits from the bottom of the pan, until the liquid has reduced slightly, about 1 minute
Return the chicken to the skillet, add the remaining ingredients, and stir to combine
Reduce heat to low and cook with the lid on until the chicken is cooked through, about 15 minutes
Use a slotted spoon to remove the chicken from the skillet and place it in a serving dish
Cover with the sauce and serve
