Cut the cabbage into 8 pieces and cook in boiling water with salt for 10 to 12 minutes using a small amount of water
Drain and keep warm
Melt the butter or margarine in a saucepan over low heat
Add 2 tablespoons of all-purpose flour, salt, and black pepper, and stir well
Add the milk all at once and cook, stirring constantly, until it thickens and starts to bubble
Remove from heat, add the cheese, and stir until melted
Pour the sauce over the cabbage and serve as a accompaniment to meats or poultry
