Boil the peeled potatoes in water and salt
After cooking, mash them while still warm but not into a paste
They should retain some texture without mashing too much
Mash the hard-boiled eggs as well and mix with the potatoes
Season with mayonnaise, black pepper, and mustard
If needed, add more salt
Transfer the salad to an English muffin tin that's been moistened in water or greased with oil
Press it down firmly and unmold when ready
If possible, serve chilled
Garnish with shrimp
