Mix the green beans, garlic, parsley, and 1 cup of water in a saucepan without draining
Bring to a boil
Reduce heat
Cover and cook slowly for 15 minutes
Drain
In a jar, mix together olive oil, vinegar, salt, and black pepper
Close and shake well
Pour over the green beans and mix
Cover and refrigerate for at least one day, stirring occasionally
To serve, drain
