Soak the whole wheat in hot water for one hour
Drain and transfer to a pot with chicken broth
Cook until soft
If necessary, add more hot water
Drain and reserve
Cook the soybeans in water with salt until soft
Drain and remove husks
Combine the whole wheat, soybeans, onion, and bell pepper
Season with olive oil, salt, and black pepper
Serve chilled.
