Place the peas and water in a pot and bring to a boil
Add the paleta and rosemary, cover, reduce heat, and simmer for 1 hour
Add the carrots and onion and simmer for another hour
Remove the paleta
Strain the soup or puree it in a blender
Cut the paleta meat into small pieces and remove the bone
Reheat the soup, add the meat and sausage slices, beef broth, milk, and simmer for 20 more minutes
Season to taste before serving
