In a pan, sauté the green onion in butter over low heat, stirring occasionally, for 5 minutes
Sprinkle with flour and cook, stirring, for an additional 2 minutes
Add chicken broth, chives, salt, and black pepper to taste
Cook, stirring, for 10 minutes or until slightly thickened
Let it cool slightly and blend in a blender
Add milk
Serve cold or hot, but if you prefer, serve warm
