Mix the water, add-ins, lemon juice, orange juice, and grated lemon zest
If using powdered add-in, heat it over low heat to dissolve
Let it cool and chill
Combine the skim milk and mix well
Place in a freezer tray and freeze for 45 minutes
Transfer to a cold bowl and whip until fluffy
Return to the freezer again until almost firm
Whip again and freeze until firm enough to be served with scoops
Serve in bowls, each serving with 1 tablespoon of liqueur
