Mix the sugar and water in a saucepan
Let it come to a boil and simmer for about 5 minutes
Add the broken chocolate pieces to a blender
Combine the hot milk and blend well
Add the eggs and blend until smooth
Remove from blender and add heavy cream or whipped cream
Place in the freezer, cover with parchment paper or aluminum foil, and freeze for 2-3 hours or until firm
