In a small bowl, sprinkle the gelatin over the water and let it hydrate for 5 minutes
Bring to a boil in a hot water bath and stir until dissolved. Reserve

In a medium bowl, combine the condensed milk, chocolate, milk, butter, and reserved gelatin to obtain a smooth mixture
Cover with plastic wrap and refrigerate for about 4 hours or until firm

When serving, blend in a processor or, gradually, in a blender, to become creamy.
