In a saucepan, melt the butter
Add the flour
Gradually add the milk
Cook over low heat, stirring constantly, until smooth and thick
Beat the egg yolks
Gradually add the hot mixture to the egg yolks
Add the meat, seasonings, and anchovies
Beat the egg whites until frothy and fold into the meat mixture
Pour into a greased 2-liter baking dish and bake in a moderate oven for 30 to 45 minutes or until firm
Serve immediately with salad
