Peel the orange and remove the white skin
Separate into sections, removing the pulp and seeds
Set aside
In a medium saucepan, combine confectioner's sugar and water
Bring to a boil over high heat, stirring occasionally with a wooden spoon, until a thick syrup forms (approximately 12 minutes)
Add the reserved orange sections and let it warm (approximately 1 minute)
Stir in the liqueur and remove from heat
Transfer to a large serving dish, add the pistachio, and serve immediately
