Mix the wheat flour with the butter and knead with your fingertips until a dough forms
Add the water, one spoonful at a time, mixing rapidly with a fork
Knead to form a ball and wrap in plastic film
Leave in the refrigerator for 30 minutes
Heat the oven to medium temperature
Mold the dough into a tart shape and bake for about 10 minutes
Filling
Remove any tough ends from the broccoli stalks
Cut them into pieces
In a pan, melt the butter over medium heat, add the onion and cook until soft
Add the broccoli and cook for 1 minute or until tender and well coated with the butter
Spread the broccoli over the dough
Mix the eggs with the bell pepper and pour over the broccoli
Dust the surface with grated cheese
Bake until the filling is golden brown and firm
Serve immediately.
