In a processor, combine the butter, flour, and remaining ingredients except whole milk until forming a dough-like consistency
Add the whole milk and process until smooth
Place in a bowl, cover with plastic wrap, and refrigerate for 1 hour
Cod Cream

In a pan, sauté the onion in olive oil, then add the cod and cook for a few minutes
Season with salt, pepper, and nutmeg to taste, and set aside

In another pan, combine the whole milk, cornstarch, and unsalted butter, heating until thickened
Add the cod, heavy cream, and Parmesan cheese, then let cool
Beat in the egg whites delicately
Filling
In a skillet, heat the butter and cook the potato lightly until al dente
Remove and drain
Assembly

Preheat the oven to high temperature
Roll out the dough and cut a 30 cm diameter circle
Place on a baking sheet and shape into a tart shell
Bake for 15 minutes, then remove from oven and let cool
Assemble with the cod cream and potato filling, then bake at high temperature for an additional 5 minutes

Spread some of the cod cream onto the tart and top with fried potato
Add the remaining cod cream and Parmesan cheese, then bake at high temperature for 30 minutes or until golden brown.
