Mixture:

Mixture:
Combine the flour, sugar, and butter; mix well
Add the water and work the mixture until it forms a crumbly texture
Furnish individual molds with the prepared mixture and bake in a medium oven for 15 minutes
Fillling:
Place the cans of sweetened condensed milk, still sealed, in a pressure cooker and cover with water
Heat over low heat for 30 minutes after pressure is applied
When the valve stops releasing steam, open it
Fill the tart shells with the cooked sweetened condensed milk and decorate with whipped cream and orange zest
