Finely chop the white parts of the garlic and onions
Melt the butter in a pot and add the garlic and onion, sauté until tender
Add the sliced potatoes, stir, and let cook for 5 minutes
Pour in the hot beef or chicken broth, cover, and simmer until the potatoes are tender
Let cool and transfer to a blender
Blend until smooth, then add the heavy cream
Season with salt and black pepper
Serve chilled with chives or scallions
