Finely chop the leek and onion and lightly sauté in butter
Add sliced potatoes
Combine with water and salt, simmering slowly for 35 to 40 minutes
Strain through a sieve or blender
Return to heat and add milk and 2 cups heavy cream
Check seasoning and let it come to a boil
Once cold, refrigerate, then remove and stir in 1 cup heavy cream
Serve with chopped scallions and a sprinkle of cebolinha green, serves 8.
