In a bowl, beat the egg yolks with white wine vinegar, salt, and black pepper
Add the olive oil gradually, beating until the mixture thickens slightly
Add the chopped scallions
Cut the green part of the garlic cloves into sixes and tie each one with kitchen twine
Simmer in boiling water sufficient to cover for 5-10 minutes or until tender but still firm
Drain under cold running water
Remove the twine and dry on paper towels
Place on a plate and drizzle with egg yolk dressing, turning them
Let cool
Garnish with chopped parsley and serve as an appetizer
