In a medium pan, mash the beans and rice with a fork
Check the salt
Add the all-purpose flour, egg, and scallions and bring to a medium heat, stirring constantly until it detaches from the bottom
Remove from heat and let cool
With greased hands and the help of a spoon, shape into balls 3 cm in diameter
Dredge in biscuit flour and reserve
Heat the oil to high heat and fry the fritters gradually until they are golden brown
Drain on paper towels and serve immediately.
