Place the rice in a pot with water and bring to a boil
When the water boils, reduce the heat and cover the pot
Add more water if necessary, so that the rice is cooked until it's soft and dry. Reserve
Heat the oil in a pan, then add the onion, garlic, bell peppers, and raisins
Fry well
Cover the pan, reduce the heat, and cook for 20 minutes
Add the soy sauce, mix well, and remove from the heat
Mix with the rice, season to taste, and serve
