Mix the coconut with the heavy cream to rehydrate it
In a saucepan, combine the sweetened condensed milk and eggs, mix well and bring to a simmer while stirring constantly until it detaches from the bottom of the pan
Add the rehydrated coconut, mix, and stir constantly until it detaches completely from the bottom of the pan
Pour the mixture into a greased refrigerator mold and let cool
Mold into balls and roll in crystal sugar.
