Preheat the oven to a strong temperature (400°F)
Sift together flour, yeast, and salt into a medium-sized bowl
Add butter or margarine in small pieces, cutting with a knife, and mix until forming a crumbly texture
Add cheese and green pepper and mix well
Add milk and mix with a spoon just enough to loosen the dough from the sides of the bowl
Place the dough onto a floured surface and knead the dough 7 or 8 times with your hands, but do not overwork it, as this will make the biscuits hard and they won't rise well
Open the dough into a circle about 1 cm thick and cut it into slices using a biscuit cutter with a 5 cm diameter
Arrange the slices onto an ungreased baking sheet
Bake for 15 minutes, or until golden brown
Remove from the baking sheet and serve warm with butter or margarine
