Combine the flour, granulated sugar, confectioners' sugar, cold butter, and vanilla extract
Mix until a crumbly dough forms
Make a well in the center of the dough and add the water
Mix until homogeneous
Preheat the oven to medium temperature
On a lightly floured surface, roll out the dough to about 1/4 inch thickness
Use the cookie cutter to cut out cookies
Thread each cookie onto a skewer
Place the cookies on a baking sheet and bake for 30 minutes, or until the bottom is golden brown
Let cool completely
Topping
Mix all ingredients except confectioners' sugar until well combined
Dip each cooled cookie into the topping and dust with confectioners' sugar
Let dry.
