Sear the fish carcass and head in a pot with olive oil for 5 minutes
Add the carrots, onions, parsley, tomato, and celery, and simmer for 10 minutes, stirring occasionally
Combine the water, salt, cover, and let it simmer for 50 minutes on low heat
Remove from heat and strain through a fine-mesh sieve
