In a medium skillet, heat the olive oil over high heat

Add the garlic, onion, and bell peppers
Cook for 5 minutes

Add the ground beef in small increments and cook until it loses its pink color

Cook for an additional 10 minutes, stirring occasionally, until the beef is tender

Add the red bell peppers, season with salt to taste, and cook for an additional 5 minutes or until the beef is lightly browned

Add the water and bring to a boil

Using a spoon, create 4 cavities in the cooked beef and crack an egg into each one

Cover the skillet and let it cook for an additional 4 minutes or until the eggs are almost set
