Coat the meat in wheat flour
Melt the corn margarine in a large saucepan and brown the meat well
Add water
Let it cool down
Refrigerate for at least one day
Remove any fat that forms on the surface
In another saucepan, combine parsley, garlic, rosemary, salt, and pepper with the meat and let it simmer until the meat is tender
Cover and cook over low heat until the meat is tender
Add the vegetables and cook for an additional 30 minutes or until they are tender
Serve hot
