In a pot, heat the olive oil, add the beef cubes and fry until browned
Add the garlic, tomato sauce, and water
Simmer for 10 minutes over low heat
Add the meatballs, cinnamon sticks, rosemary sprigs, and salt
Cover the pot and let it simmer over low heat for an hour or until the meat is tender
If needed, add a little more water.
