Place the black beans with 4 1/2 cups of water in a pressure cooker and cook for 20 minutes, on low heat, starting from when it begins to boil
Fry the garlic and pepper in olive oil until golden brown
Add the cooked black beans, season, and bring to a simmer (without pressure) for an additional 40 minutes until tender and with little broth left
Serve with white rice
