Mix the garlic, onion, vinegar, salt, and black pepper in a small bowl
Dredge the frozen chicken pieces in the flour
Heat 1/2 inch of olive oil in a large skillet over high heat
When the oil is hot, add half of the chicken pieces and cook for about 1 minute, stirring frequently until they are golden brown on the outside but still pink in the center
Remove with a slotted spoon and keep warm
Repeat with the remaining chicken pieces
Remove the oil from the skillet
Add the vinegar mixture and stir for 1 minute
Pour over the chicken
Sprinkle with parsley
Serves 4 people
Serve with rice.
