Hydrate the gelatin according to the package instructions
No blender, beat the yogurt, sugar, and milk until well combined

Add the gelatin and continue beating until a homogeneous mixture forms
Pour into a pudding mold, cover with plastic wrap, and refrigerate until set

In a saucepan, mix the marmalade, water, and let it come to a boil
Turn off the heat and let it cool

Unmold the panna cotta and top with marmalade
Garnish with lemon leaves and an orange slice
Serve chilled.
