Cut the meat in half lengthwise without separating the two parts, then open it like a cloak
Season with salt and black pepper
Spread the carrot on top of the meat, cover with Italian sausage, and roll it up like a croissant
Wrap the meat with bacon, securing it with kitchen twine
Heat the olive oil in a pressure cooker, brown the meat on all sides
Add the tomato sauce and water, cover, and cook for 40 minutes (counting from when the pot starts to simmer)
Cool the pot, then check if the meat is tender by piercing it with a fork (if still firm, cook covered without pressure for an additional 15 minutes)
Remove from heat, garnish with hop stems, and serve with tomato sauce.
