In a bowl, whisk together the egg yolks and sugar until pale yellow
Sprinkle the gelatin over the water to soften
Combine with the orange juice, cornstarch, and grated orange zest
Heat while stirring until it reaches the boiling point
Add the egg yolks, whisking quickly until it thickens
Let cool
Whisk the egg whites until frothy and add carefully to the mousse mixture
Pour into individual serving dishes and refrigerate until serving time
