Mix the flours, salt, and red pepper flakes
Make a depression in the center and add the oil and two tablespoons of warm water
Mix with a fork, making circular motions from the inside out
Add half a cup of warm water, gradually, mixing until a dough forms that can be removed from your hands
Knead for 3 minutes
Cover with plastic wrap and let rest for 40 minutes
Divide the dough into two parts and make two rolls of 24 cm
Cut each one into 12 slices
Make a ball with each slice
With a rolling pin, open each ball over a floured surface, forming disks
Sprinkle papaya seeds on top and gently roll to have them stick to the dough
Heat plenty of oil in a pan over high heat
Fry a circle at a time in hot oil for 15 seconds or until lightly golden
Drain on paper towels and serve
