Heat the olive oil in a pan and sauté the onion, garlic, parsley, and cilantro until the onion is translucent
Add the water, let it simmer for a few minutes, then turn off the heat and strain the broth through a fine-mesh sieve
Put the resulting broth back into the pan
Add the wheat flour that has been dissolved in a little water with salt and pepper, and mix well
Place the fish fillets in this broth and cook them over low heat with the pan covered, stirring occasionally until the fish is cooked.
