Mix the sugar, peanut butter, water, vinegar, butter or margarine, and heavy cream in a saucepan
Cook over low heat, stirring constantly, until it thickens
Continue cooking, stirring occasionally, until it forms a soft ball when dropped into cold water
Remove from heat and add the peanut butter without stirring (just mixing)
Let cool to room temperature
Beat until the mixture thickens and loses its shine
Quickly pour into an ungreased baking dish or small mold
When set, cut into bars
