Place the wheat for kibbeh in a bowl, cover with cold water and let it rest for 10 minutes
Squeeze out as much moisture as possible using a colander or cheesecloth
Shape into a flat disk and refrigerate for 1 to 2 hours
Remove any excess fat and fine skin from the meat and cut it into small cubes
If not very cold, refrigerate again
Process the meat in a food processor two times
Also process the onion two times
Mix with the meat
Combine the wheat, salt, black pepper, and cumin
Process the mixture one more time, adding a little cold water if necessary to prevent it from getting too warm
Shape into a ball and refrigerate until ready to serve
This is the basic dough that can be served raw, baked, or fried
