Sauté the onion in butter for a few minutes
Add the flour and mix well
Add the milk, broth, carrots, salt, and pepper
Stir to combine
Cook over medium heat, stirring constantly, until the mixture thickens and bubbles
Reduce the heat and add the cheese
Stir until melted
Let it cook slowly for 15 minutes
If desired, garnish with popcorn when serving.
