2 tablespoons of grated cheese (such as Parmesan)

Melt the butter or margarine in a pot
Add the green scallions and salt
Cover
Reduce heat
Cook slowly until the scallions are tender, about 5 minutes
Remove from heat
Dust with flour, stirring well
Add milk and bring to a boil, stirring constantly for about 12 minutes
Dust each soup plate with grated cheese
Serve hot.
