Place the cabbage in a pressure cooker and add the vegetable broth
Cook for about 30 minutes or until the cabbage is tender
If necessary, add hot water
Meanwhile, mix the ground meat with the onion, butter, egg, and parsley
Season with salt and pepper to taste and blend until homogeneous
Make small balls with the meat mixture and fry them in hot oil
Drain on paper towels
Remove the cabbage from the heat and transfer it to a pot
Add the almonds and warm slightly
Serve immediately with chives.
