In a pan, sauté the green onions in butter over low heat, stirring occasionally, for 5 minutes
Sprinkle with flour and cook, stirring, for an additional 2 minutes
Add the broth, parsley, salt, and black pepper to taste
Cook, stirring, for 10 minutes or until slightly thickened
Let cool a bit and blend in a blender
Add the milk
Serve cold or chilled.
