Heat the olive oil in a large pot
Saute the onion and garlic
Add the light tomato sauce, lemon zest, water, fish fillets, parsley, salt, and black pepper
Stir well
Bring to a boil, then reduce heat and simmer for 10 minutes
Next, add the chives and season with salt and black pepper
