Step 1: Rinse the garlic scapes under running water for a few minutes each, then slice them into rounds
Next, caramelize the butter in a large saucepan over medium heat
Add the diced onion and garlic scapes, and cook until they're softened and lightly browned
Step 2: Add the water, potatoes, and bring to a boil
Reduce the liquid by half, then let it cool
Blend the mixture in a blender or food processor until smooth
Return the saucepan to the heat, add the heavy cream, salt, and black pepper
Simmer for 5 minutes, stirring occasionally.
