In a small saucepan, whisk together the cornstarch and skim milk
Stir constantly over medium heat until the mixture thickens
Remove from heat, add the cottage cheese or ricota cheese and Parmesan cheese
Stir well
Season with black pepper to taste
Transfer the warm dip to a blender or food processor and blend until smooth
